Where do scoring rubrics fit?
Event producers — NCA, UCA, Cheersport, JAMZ and 25+ others under Varsity’s shared United Scoring System — publish scoring rubrics: how difficulty and execution are scored within a level. They don’t define which skills are legal at which level; that’s the federations above. ICU classifies national-team divisions (Intermediate → Premier) rather than individual skills, so it carries no per-skill classifications here.
Level badges on skill pages and the stunt graph are indicative and should be checked against the linked documents — always train under a qualified coach.
